Public packages are free. Private packages cost per seat that publishes, so your customers and your CI never count.
On npm, each customer must be a paid member of your Org to install. Here, you pay for the one person who publishes, and each customer gets a key.

A member who can publish. Members who only install are readers, and readers are free.
A read-only key for one customer. It has a name, an optional expiry, and its own download totals. Revoke it and only that customer loses access.

When a scope must not exist on the public registry at all. It gets its own host and search index, and only its readers can see it.
